Pennsylvania Public Records

The Pennsylvania Right-to-Know-Law, or Sunshine Act was signed into law in 1998 by the PA Legislature to ensure a more transparent government and provide a set of guidelines for both the public and public agencies in regards to records requests and records maintenance.  For a list of records that are generally considered exempt and protected, please click here.

Besides providing a strict outline of what is public and what is not, the law also created the Office Of Open Records whose mission is to enforce the state’s sunshine laws and to serve as a resource for the press, the public and the government in obtaining public records.  The Law further mandates that each agency be appointed a specific Open Records Officer, sometimes referred to as the 'Right-to-Know Officer'. This is the person within each agency that public records requests should be made to. A consolidated list of appropriate contacts can be found below.  Requests can be made in person or in writing via fax, mail or email. Be sure to include your name and contact information (so that the record can be delivered) as well as all pertinent information regarding the record, to ensure the correct record is delivered.  While a written request is not mandatory, it is highly recommended that all requests be made in writing. A verbal request will have no grounds for appeal if for some reason there is an issue with the fulfillment.
