North Carolina Public Records

The North Carolina Open Records Act is outlined in chapter 132 of a North Carolina State statutes (NCGS Chapter 132). This act provides for the public access of government records, defines the difference between public and private record, and outlines the rights and responsibilities of both citizens and agencies.

Records that are considered protected or that are not accessible to the public include but are not limited to:

  • Confidential communications: Atty. client privileged documents, medical records, student records, certain personnel records, all IRS and tax records, any other record where personally identifiable information is conveyed such as names and contact information.
  • Records in criminal investigations
  • Emergency response plans and other sensitive public security information
  • Images, video, or audio recordings and made during an autopsy
  • Trial preparation materials
